Boughton Parish Council's Consultation

Frequently, Boughton Parish Council is consulted on a number of issues, particularly by County and District Councils, and needs to respond by deadlines; usually within 21 days. Before responding, BPC considers it prudent to consult Parish residents (plus any other) as much as possible to enable a more holistic concensus on a subject to be obtained. This page on the Council's web site has been designed for this purpose and all residents are requested to use it to ensure their views are communicated into BPC's response formulating process. Subject: Northants Mineral and Waste Development Framework - preferred options

B.P.C. info: Following consultation in February 2007 on Minerals & Waste Issues and Options, NCC Planning has produced a document which sets out their Preferred Options for suitable sites in the County. Comments on this document are requested by completing a questionnaire. Boughton Parish Council seeks views on the document and, particularly, on Boughton Quarry being designated a Preferred Site.

Closing date: APPLICATION WITHDRAWN
B.P.C. info: NCC Planning issued an initial application (DA/2007/0309) from Boughton Quarry on 23/03/2007 to which Boughton Parish Council proposed rejection. Supplementary information was then issued on 29/11/2007 for consultation and response by 24/12/2007. B.P.C. info: Views and suggestions are sought for some means to minimise traffic speed through the village. Initial thoughts are for some gates to be placed on verges at the entrance/exit with appropriate signage.

Subject: Buckton Fields Development of approx 1250 dwellings, etc.

Closing date: Initially 17/01/2008 but now open until the DDC decision date.
B.P.C. info: 'Outline' Planning application DA/2007/1400 consisting of 4 very large volumes, 2 medium sized documents and some supplementary papers has been received from Ensign Group Limited via DDC Planning for: A residential development consisting of approximately 1250 Dwellings with Employment Area, Local Centre, Primary School, Open Space, Structural Landscaping, Highways and Drainage Infrastructure Works, Park and Ride Scheme and retention of Farm Shop (all matters reserved except for means of access).BPC understands from DDC that the application will be subject to the Daventry District Plan, inclusive of HS2 which relates to a Northwest bypass. Todate, BPC has submitted 2 response letters to DDC and these can be viewed by clicking on the docs mentioned below.

Subject: Extended hours continuation application - Boughton Quarry

B.P.C. info: In 2007 an application for extended hours was approved by NCC for a temporary 6 month period until 1/2/2008. This was further approved for a short period to coincide with a contractors end date of 8/4/2008. NCC has now agreed an extension up to 2013. Subject: Buckton Field Development of 500 dwellings
Issue date: 15/05/2008
Closing date: Initially 05/06/2008 but now open until the DDC decision date.
B.P.C. info: Outline planning application DA/2008/0500. A residential development of 500 dwellings forming part of the 1250 dwellings, etc. mentioned in reference 07/04 above. The developer seeks to make a start on this as soon as possible whilst the more onerous requirements for the 1250 dwellings etc are being met. BPC understands from DDC that the application will be subject to the Daventry District Plan, inclusive of HS2 which relates to a Northwest bypass. Subject: Northants Minerals and Waste Development Framework - Locations for Waste Development - Supplementary Preferred Options

B.P.C. info: This consultation is supplementary to the one that was done at the end of 2007 which narrowed down options to those which NCC considered to be the best way forward. As a consequence of the responses to the preferred options, some new sites have become available, these are: industrial areas where waste management would be acceptable 'in principle', plus a site to the south of the A14 at Kettering.
